Only trained and authorized operators shall operate a powered industrial truck. Control of Hazardous Energy (1910.147) Lockout / Tagout All requirements of 29 CFR 1910.147 have an effective date of January 2, 1990. Purpose: The purpose of this program is to define policies and procedures required by employers to the control of hazardous energy in the work place. This is accomplished through the application of general procedures as well as machine specific procedures which identify the energy source, their locations, the methods of lockout, the devices required, and testing for deactivation, to prevent unexpected energization.
